[Windows]Texture flickers when using RGB 16-bit

Steps to reproduce:
1. Open the “AirVaryag” project
2. Open “VfxTestbed” scene, which is in Assets/DevAssets
3. Assure that white-box Texture 2D in Assets/Materials/MaterialTextures is in RGB-16 bit format
4. Observe the texture in Scene view when moving cursor from Scene view to Hierarchy or when in a build

Expected result: The texture is showing without any flickering
Actual result: The texture is flickering

Reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.20f1, 2022.2.0b12, 2023.1.0a15

Reproduced on: Windows 11, Windows 10
Not reproduced on: macOS Monterey 12.2 (Intel)

Note: Does not reproduce on AMD GPUs.
