[Windows] About Unity Window needs to be opened twice to adapt to resolution
Steps to reproduce:
- Open a Unity Project on a two or more monitor setup (ensure two monitors are of different resolutions). This bug can occur on a single monitor setup (such as when first opening the windows) but repro is consistent on a multi-monitor setup
- Move the Unity Editor to one of the monitors
- Open the About Unity Window at Help > About Unity
- Close the About Unity Window
- Move the Unity Editor to a different monitor of another resolution
- Open the About Unity Window at Help > About Unity
- Observe the window size
- Close the About Unity Window
- Re-open the About Unity Window
- Observe the window size
Actual results: The first time the About Unity Window is opened when the Unity Editor is on a new resolution (whether that is because the Unity Project has been opened for the first time or has been moved to a new monitor), the window will either open far too big or far too small.

You have to close and re-open the window to get the correct size.
Expected results: The About Unity Window always opens at the correct size

Reproducible with versions: 7000.0.0a14. 6000.1.0b1, 6000.0.34f1, 2022.3.54f1, 2021.3.45f1, 2021.3.39f1
Not reproducible with versions: 2021.3.38f1
Can't test with versions: -
Tested on (OS): Windows 11 (reproduceable), macOS (not reproduceable), Ubuntu (not reproduceable)
Notes:
- This bug only affects appears to affect Windows. In my testing, it did not occur on macOS and Ubuntu
