Windows Store publishing fails due to certificate error
How to reproduce:
1. Create a new project
2. Build to UWP
3. Open the Visual Studio studio solution
4. Click on Project -> Publish -> Associate App with Store
5. Click on Project -> Publish -> Create App packages
Expected result: The App is published successfully
Actual result: The App publishing fails with a certificate error "Error: Invalid package publisher name"
Reproducible in: 2019.4.28f1, 2020.3.13f1, 2021.1.13f1, 2021.2.0b1
