[Windows] Resizing a secondary window with native titlebars draws black
Open the ui builder and drag any of the side of the window to resize it.

- Selecting “New Sub Scene” after assigning “New Scene” in Sub Scene Script Component throws “Destroying GameObjects immediately is not permitted” in the Console window

Resolution Note (fix version 2023.2):
Resolving the bug ([https://jira.unity3d.com/browse/UUM-24780]) by adding a flag for clipping children which call the necessary repaint flag.
