[Windows] Agent moves into obstacles when moving towards the destination in builds
Note: Not reproduced in Play mode
How to reproduce:
1. Open the "NavigationIssue" project
2. Open the "Main" scene
3. Build And Run
4. Click to move around the obstacles and observe the character
Expected result: The character moves around the obstacles
Actual result: The character moves into the obstacles
Reproduced in: 1.0.0-exp.4 (2022.2.0a3), 1.1.0-pre.1 (2022.2.0b2, 2023.1.0a3)
Not reproduced in: 1.0.0-exp.4 (2020.3.37f1, 2021.3.6f1, 2022.1.10f1, 2022.2.0a2)
