[HiDPI] Window scaling changes if editor is moved to monitor with different DPI
Steps to reporoduce:
1. Make sure you have monitors of different scalings(e.g. 4k and 1080p)
2. Create a new project
3. Undow a window and place in a lower resolution/DPI monitor
4. Drag editor window to the other monitor
5. Focus undocked window
6. Repeat steps 5-6
Expected results: undocked window stays the same size and scaling
Actual result: undocked window changes size and scaling
Reproduced on 5.4.5f1 5.5.3p4 2017.1.0a1, 2017.1.0b4 2017.1.0b9, 2017.0a3
