When Scrollbar numberOfSteps==2, scrollbar needs mouse drag to change value
Reproduction steps:
1. Open the attached project
2. Open the available scene
3. Play scene
4. Attempt to move the scrollbars just by clicking the cursor and not dragging the mouse
Result: Scrollbar A made of 2 steps does not move when clicked
Reproduced with: 5.5.0b2, 5.4.0p4, 5.3.6p4, 5.2.5f1
