[WebGL] on graphics api settings change audio files get reimported

-repro:
--import the standard assets from asset store
--switch platform to WebGL
--open Player settings
--untick Auto Graphics API
--add WebGL 2.0
--NOTICE wav files get reimported
--remove WebGL 2.0
--NOTICE wav files get reimported
