[WebGL] File suffixes are stripped away when "Name Files as Hashes" option is enabled
How to reproduce:
1. Open the attached project
2. Go to the Publishing Settings (Edit->Project Settings->Player->Publishing Settings)
3. Enable "Name Files As Hashes"
4. Make a WebGL build
5. Navigate to the <Build name>/Build folder
6. In the directory, inspect the files
Expected result: File extensions are not changed
Actual result: File suffixes are stripped away
Reproducible with: 2018.4.28f1, 2019.4.13f1, 2020.1.11f1, 2020.2.0a13
Not reproducible with: 2020.2.0a14, 2020.2.0b9, 2021.1.0a3
