[WebGL] Any scripts with Timeline crashes on browser with "Uncaught RuntimeError: memory access out of bounds"
Steps to reproduce:
1. Open user attached project
2. Build & Run to WebGL
3. Observe the "Uncaught RuntimeError: memory access out of bounds" in the browser
Reproduced in: 2019.2.0a5, 2018.3.0f2, 2018.3.0a1
Not reproduced in: 2018.2.21f1, 2017.4.22f1
Regression since: 2018.3.0a1
No repro testing on: Android, Windows Standalone platforms
Tested on: Chrome 72, Firefox 65
