[Visual Studio] Project does not contain all .csproj files when "Generate All .csproj files" option is selected in preferences
How to reproduce
1. Open attached Unity project ("case_1211634-AsmDef_Bug.zip")
2. Enable Generate All .csproj files.
3. Close down Unity
4. Open Unity
5. Click Assets > Open C# Project
Expected Result: Generate .csproj for all packages
Actual Result: Setting is not taken into account until Editor reset
Reproducible with: 2019.3.1f1, 2020.1.0a23
Couldn't test with 2017.4, 2018.4 (VS package is not supported)
Reproducible with package versions: 1.0.10, 2.0.0
