Visual Effect Graph first asset creation is not consistent with other workflows
To reproduce:
1. Create a new project
2. Install Visual Effect Graph package
3. Open Visual Effect Graph window
Expected result: There is a button to create and open a Visual Effect Graph asset. You should not need to go back to Project view to start creating your graph
Actual result: "Please Open An Asset" text is displayed. Creating such an asset in Project does not automatically open it.
Note: This is not consistent with Animation Window. In Animation Window, when you select an object to Animate a "Create" button appears, which allows you to create an asset and open it without looking at Project view.
