VideoClip fails to Play when using Windows 7
Reproduction steps:
1. Open the user's project
2. Open Assets\Scenes\SampleScene
3. Press Play
Expected result: There are no errors in the console and the video plays in the Scene
Actual result: There are errors in the Console and the video does not play in the Scene
Reproducible with: 2019.4.16f1, 2019.4.23f1, 2020.3.3f1, 2021.1.1f1, 2021.2.0a11
Not reproducible with: 2019.4.15f1
