[Windows 7] "WindowsVideoMedia error 0xc00d36b4" error is thrown when loading a video with the VideoPlayer

How to reproduce:
1. Open the user's attached "VideoPlayer Issue 2019.15f1.zip" project
2. Open the "SampleScene" Scene
3. Enter Play Mode
4. Observe the Game view

Expected result: Video is loaded and shown in the Game view
Actual result: Video is not loaded and "WindowsVideoMedia error 0xc00d36b4" error message is thrown in the Console log

Reproducible with: 2019.4.16f1, 2019.4.19f1, 2020.2.3f1, 2021.1.0b4, 2021.2.0a3
Not reproducible with: 2018.4.31f1, 2019.4.15f1

Notes:
- The issue is not reproducible with Win8.1 and Win10
- In 2020.2 and above, the error is thrown when importing the video file and cannot be assigned in the Video Player Component (Click Reimport on the Asset to reproduce the error message)

  1. Resolution Note (fix version 2021.2):

    Fixed in: 2021.2.0a13

    Fix for disabling processing of rotated videos interfered with Windows 7 logic. No longer applying this logic when running on Windows 7, where it was not needed.

    It says its fixed, but I still get it on running 2021.2.0a9.

    You say its fixed, but what are the methods for a new developer like me to take action. Whats all this about? I may still build, buts a warning on windows 10 setup. What does this mean in simple terms and how do I eliminate the warning? What to do-?

    Just witnessed the same issue, works for some videoclips and for some not.
    I'm using UNity 2019.4.21f1 and Windows 10

    Just verfied and confirmed that the bug is still existing in 2020.3.0f1 (which is called LTS nevertheless !! )
    Additionally it still exists in 2019.4.22f1 and 2021.1.0b11....

    Please ... please ... please ... fix it ...

    I am having this issue as well. My videos were working in 2020.1.6f1 and upgrading to 2020.2.2f1 videos just stopped working. I am on Windows 7 as well ... I also know that it does work with my friend who is also working on the project. He is on Windows 10, but just saying upgrade to Windows 10 isn't an option right now.

    Guys ... could you please look into this issue ?
    Its not that this is just some minor nuisance or something - quite the opposite:
    It simply means that Unity as a whole is not working as advertised

    Windows 7 compatibility is broken on the player side and on editor side as well...
