VFX break when switching Graphics API to DX12
How to reproduce:
1. Open the attached project ("1121979_VFX DX12 issue .zip")
2. Observe the effect in the Scene View
3. Change the Graphics API to DirectX 12
4. Observe that the effect is no longer rendered in the Scene View
Expected result: the effect is visible in the Game View
Actual result: the effect isn't rendered in the Game View after switching APIs
Reproduced in: 2018.3.4f1 (With the VFX package version 4.9.0)
Also, reproduces in: 2019.2.0a3, 2019.1.0b1 (With the VFX package version 5.3.1 but this is likely due to a different HDRP Case 1122343 bug)
