[UWP] Screen.currentResolution.refreshRate returns 0 when used in UWP Build
How to reproduce:
1. Open the attached project "resolution.zip"
2. Open Build Settings (FIle>Build Settings)
3. Switch Platform to Universal Windows Platform
4. Build And Run the project
Expected results: The refresh rate of the current display is shown in the middle of the screen
Actual results: 0 is shown in the middle of the screen
Reproducible with: 2019.4.32f1, 2020.3.21f1, 2021.1.27f1, 2021.2.0b17, 2022.1.0a13
