Using SteamVR as OpenXR runtime does not recenter the view when using OpenXR plugin
Steps to reproduce:
1. Open the attached user's project from the Google Drive "VRProject.zip"
2. Make Sure SteamVR is set as OpenXR Runtime in SteamVR settings
3. Enable Oculus Link on Quest 2 and launch SteamVR
4. Make sure in the Editor, OpenXR is selected as the plugin in XR Plugin Management
5. Enter Play Mode
6. With the Left Controller press on the home button
7. Try to recenter the view at the bottom right of the menu
Expected results: Using SteamVR as OpenXR runtime recenters the view when using OpenXR plugin
Actual Results: Using SteamVR as OpenXR runtime does not recenter the view when using OpenXR plugin
Reproducible in: OpenXR 1.5.0, 1.7.0 (2020.3.47f1, 2021.3.24f1, 2022.2.18f1, 2023.1.0b15, 2023.2.0a13)
Could not test below OpenXR 1.5.0 due to package errors

Notes:
-Video showcasing the issue is attached ("RecenterUnityProjectNotWorking.mp4")
-Issue does not reproduce if SteamVR is not set as OpenXR runtime, since the home menu does not open

Resolution Note (fix version 1.9.1):
Recenter behavior using SteamVR + OpenXR runtime now functions correctly on Quest headsets. Please use OpenXR Plugin 1.9.1
