[URPTemplate] [Gles3] Custom shader fails to compile on Adreno 306 GPU

Steps to reproduce:
1) Download attached project and open in Unity
2) Add URP 9.0.0 package from here:
https://github.com/Unity-Technologies/ScriptableRenderPipeline
3) Build and Run Sample scene on a device
Observe:
'Paint1G_WAnim_Shader' shader on the bucked will fail to compile (check attached images)

Reproduced with:
2020.2.0a5 URP: 9.0.0.preview5

Not reproduced with:
2020.2.0a5 URP: 8.0.1

Regression since URP 9.0.0
