[URP] UI is not rendered in the Scene view when it is disabled in Renderer Transparent Layer dropdown
How to reproduce:
1. Open the attached "case_1343144.zip" project and Scenes/SampleScene scene
2. Make sure that Scenes/Renderer Transparent Layer is set to Nothing
3. Observe the Scene view
Expected result: UI is visible
Actual result: UI is not visible
Reproducible with: 7.7.0 (2019.4.29f1), 10.5.1 (2020.3.14f1), 11.0.0 (2021.1.14f1), 12.0.0 (2021.2.0b3, 2022.1.0a1)
Could not test with: 2018.4 (URP is not supported)
Note: UI is displayed in the Game view and built Player
