[URP] Shadow cascades create black circular artifacts on terrain grass detail
How to reproduce:
1. Open the attached 'URPTest.zip' project
2. Open 'Test' Scene
3. Double-click on 'Cube' GameObject in the Hierarchy
4. Zoom-out the Scene View
Expected result: Black circular artifacts do not appear
Actual result: Black circular artifacts appear
Reproducible with: 2019.3.0f6(7.2.0), 2019.3.12f1(7.3.1), 2020.1.0b8(8.0.1)
Not reproducible with: 2018.4.22f1(4.1.0), 2019.3.0f6(7.1.8), 2020.1.0b8(8.1.0), 2020.2.0a10(9.0.0-preview.14)
