[URP] Particle Velocity Vertex Stream broken when Render Alignment is set to View/Facing and Render Mode is set to Mesh
How to reproduce:
1. Open the attached "URPParticleVelocityVertexStreamBroken.zip" project
2. Open the "SampleScene" Scene
3. Enter Play Mode
4. Select the "Particle SystemY" GameObject in the Hierarchy window
5. Set the "Render Mode" to "Mesh" in the Renderer module in the Inspector window
Expected result: Particle Vertex color doesn't change when the Camera is rotating
Actual result: Particle Vertex color changes when the Camera is rotating
Reproducible with: 2019.4.24f1 (7.5.3) 2020.3.5f1 (10.4.0), 2021.1.4f1 (11.0.0), 2021.2.0a15 (12.0.0)
