[URP] Objects that are using Soft Particles are rendered Opaque when OpenGL is used
How to reproduce:
1. Open the attached project named "Case_1226288"
2. Open the New Scene
3. Observe the Scene view. The red plane is rendered as semi-Transparent due to the Soft Particles setting
4. Switch graphics API to OpenGL
5. Observe the Scene view again
Expected result: The plane is rendered the same way as before
Actual result: The plane is rendered as completely opaque
Reproducible with: 2019.3.5f1, 2020.1.0b1, 2020.2.0a2
Reproducible with package versions: 6.9.0, 8.0.1, 9.0.0-preview.0
Reproducible with graphics APIs: OpenGLCore, OpenGLES3, OpenGLES2, WebGL
Not reproducible with graphics APIs: Vulkan, D3D11, D3D12, Metal

Ran into this issue while making some eyecandy for a WebGL project. Even made a minimal repro and filed a proper bug report, but it turned out to be a duplicate.
I really want this fixed for a ground fog effect, it just looks bad when intersecting with walls.
Unity plos, I'm begging for a fix.
