[URP] NullReferenceException on Terrain Shaders when project is opened after deleting Library folder
How to reproduce:
1. Download "1240491" project (TerrainData is present in the project)
2. Delete the Library folder from the project
3. Open the project and observe the Console
Expected result: No errors in Console
Actual result: NullReferenceException errors in Console
Reproducible with: 2019.3.10f1 (7.3.1), 2020.1.0b6 (8.0.1), 2020.2.0a8 (8.0.1)
Could not test with: 2017.4.40f1 (URP was not supported), 2018.4.21f (Due to existing errors)
Note: Issue is only reproducible on the user's project, so downgrading to 2018.4.21f1 throws errors of files being serialized with a newer version of Unity
