[URP][Mobile] Precision related noise appears around Specular Highlights when using Android or iOS Platform
How to reproduce:
1. Open the user's attached "PrecisionIssues2021.zip" project
2. Open the "SampleScene" Scene
3. In the Hierarchy select the "Plane - URP" GameObject
4. In the Inspector set the Scale to (100;1;100)
5. Open the Build Settings (File > Build Settings...)
6. Switch the Platform to Android or iOS
7. Inspect the Specular Highlights
Expected results: There are no artifacts/noise around Specular Highlights
Actual results: There are artifacts/noises around Specular Highlights
Reproducible with: 10.10.0 (2020.3.37f1), 12.1.7 (2021.3.8f1), 13.1.8 (222.1.13f1), 14.0.3 (2022.2.0b4), 15.0.0 (2023.1.0a5)

Windows 10 (Editor)
Samsung S9+ (information from User)
Samsung S10 (information from User)
Notes:
- The issue is not reproducible on the Standalone Platform on any of the Graphics APIs
- The issue is reproducible on both Android and iOS Platform
- The issue is reproducible in the Editor (both Scene and Game Views) and devices
