[URP][Mali] Artifact on shape
How to reproduce:
1. Open the attached project
2. Make sure GlitchEffect scene is added to build settings
3. Build & Run project on device
Expected result: no rendering issues
Actual result: an artifact on green cube
Reproducible: 2021.2.0a10 (URP 12.0)
