[URP] Light 2D Normal Maps Quality gets disabled when entering the Play Mode
How to reproduce:
1. Open the attached "1334612_Repro" project
2. Open the Scene "SampleScene"
3. In the Hierarchy select the "2D Light" GameObject
4. In the Inspector change the Normal Maps Quality to "Fast"
5. Enter the Play Mode
Expected results: The Normal Maps Quality stays "Fast"
Actual results: The Normal Maps Quality changes to "Disabled"
Reproducible with: 11.0.0 (2021.1.7f1), 12.0.0 (2021.2.0a16)
Not reproducible with: 7.6.0 (2019.4.26f1), 10.5.0 (2020.3.8f1), 12.0.0 (2021.2.0a17)
Could not test with: 2018.4 because URP was not yet available
