[URP] GameObject's shadow is animated when Animated Materials rendering effect is disabled
How to reproduce:
1. Open user's attached 'TimeBug.zip' project
2. Open 'TimeBug' Scene
3. Make sure that 'Animated Materials' setting is disabled in Scene View Effects dropdown
4. Pan the viewport in the Scene View to make the shadow's animation smooth
Expected result: GameObject's shadow is not animated when Animated Materials rendering effect is disabled
Actual result: GameObject's shadow is animated when Animated Materials rendering is disabled
Reproducible with: 6.9.0 (2019.2.0f1, 2019.2.14f1, 2019.3.0a11), 7.1.5(2019.3.0f2, 2020.1.0a15), 7.1.6(2019.3.0f2, 2020.1.0a15)
Not reproducible with: 4.10.0(2018.4.13f1), 6.1.7(2019.3.0a11)
Could no test: 2017.4.35f1 URP is not introduced

The bug description is wrong. It's not just a matter of settings, the time value itself is different in those passes on all combinations, including in builds.
