[URP] Distortion outputs do not work in URP
Repro steps:
1. Create a new VFX
2. Attach a Distortion output
3. Console error appears that the distortion template cannot be found:
Exception while compiling expression graph: System.IO.FileNotFoundException: Could not find file "c:\users\vlad\downloads\7.1.6 validation\packages\com.unity.visualeffectgraph-7.1.6\shaders\renderpipeline\universal\templates\vfxparticledistortionplanarprimitive.template"
Notes:
- I guess we never added it to URP; should either be added, or disabled as an option in Universal.

Resolution Note:
These context are available only if package HDRP & URP are within the same project.
It will generates an error but it's not the common settings.
We could handle this later but this kind of change is too risky for 2019.3.
