Project Settings panels disappear and do not repaint when entering Play Mode without reloading Domain
*Steps to reproduce:*
# Create or open any Project
# Navigate to Project Settings > Editor > Scroll Down to "Enter Play Mode" Settings
# Set it to "Reload Scene only" or "Do not reload Domain or Scene"
# Have a non-package panel of Project Settings opened
# Enter Play Mode and observe the Project Settings Window
*Actual results:* Most of the Project Settings panels do not repaint after entering Play Mode without reloading Domain, the settings panels update after reselecting the category in Project Settings
*Expected results:* Even when UI updates after entering Play Mode, it then repaints anyways
*Reproducible with versions:* 6000.0.50f1, 6000.1.6f1, 6000.2.0b4
*Not reproducible with versions:* 2022.3.63f1 (No "No Domain Reload" functionality)
*Tested on (OS):* Windows 11
