Decal produces z-fighting with parallel surfaces when the decal's material uses a Normal From Height node in the Shader Graph
How to reproduce:
1. Open the attached project "decalBug"
2. Open the scene "SampleScene" (Assets > Scenes > SampleScene.unity)
3. Observe the GameObject "Decal" in the Scene view
Expected result: The decal is rendered correctly
Actual result: The decal produces z-fighting with the parallel surface
Reproducible with: 12.0.0 (2021.2.0b11, 2022.1.0a9)
Could not test with: 7.7.1 (2019.4.30f1), 10.6.0 (2020.3.18f1, 2021.1.20f1) (No Decals in URP)
