[URP] Bloom produces Visual Artifacts when color/emission are not clamped
Reproduction steps:
1. Open user attached Project
2. Set the URP Pipeline Asset in the Project Settings
3. Select Post Processing Volume in the Hierarchy
4. Enable Skip Iterations and set it to 4
Expected result: There are no Visual artifacts
Actual result: Visual artifacts around the Object
Reproducible with: 2020.3.13f1
Could not test with: 2019.4 (Compiler errors), 2021.1, 2021.2 (No Bloom or Artifacts)
