[URP] Adreno GPU is not getting the required vertex data
Steps to reproduce:
1) Download attached project and open in Unity
2) Build and Run "KeepFrame" scene
Observe: black/ distorted screen
Expected result: particles effect should be rendered on the screen
Actual result: Screen is black/ distorted
