Updating Director's time does not update child control track's time
Steps to reproduce:
1. Open QA's attached project
2. Open "scene1" and play it
3. Press space to go forward in timeline or move the timeline slider to go forward
4. Observer that gameobjects get out of sync
Expected result: Both objects are in sync when skipping some part of the timeline
Actual result: Objects get out of sync
Reproduced with: 2017.1.0f2, 2017.1.2p3, 2017.2.0p1, 2017.3.0b8, 2018.1.0a3
Not reproduced with: 2017.1.0f1
