Unity Package manager freezes on Starting server when proxy is enabled
There is no ability to start Unity project if proxy is enabled.
To reproduce:
0. Preconditions: Launch proxy.
1. Run Unity.
2. Select or create a new project.
Actual result: Project launch freezes on Unity Package manager: Starting server stage.
Expected result: Project starts with no issues.
Note:
Editor throws the error:
Connection timed out. If you are using server ensure it is configured correctly.
Regression since 2017.2.0b1.
Works fine in 2017.2.0a4.

If you have this issue, and you use Zone Alarm. Go in to Zone Alarm's program control. Delete all Unity instances and also upm-win.exe.
Click ok and then exit out of the program.
My issue was that at one point Zone Alarm disallowed Unity from accessing the internet. Works fine now.

Ok I was still having this problem in both 2018 and 2017 latest versions as of today 16/10/2018.
I haven't tried this method I'm about to explain with 2018 but it works for 2017 and you might have some luck with it in 2018.
I did UNITY_NOPROXY and Windows Defender Virus turn off and none of that worked. I read somewhere in these comments with someone having luck unplugging their ethernet during the server start so I figured it had to be something blocking and the momentary disconnect was enough for the server to sneak through defense or resart hardware.
I turned off Domain Firewall, Public Firewall, and Private firewall, under windows defender and also disconnected from my wireless. I have no ethernet plugged in, running windows 10. It worked for me first try. It still works with internet on so I don't know if the actual internet was the problem, just firewall.

I've just uninstalled Unity 2017 and installed the latest version (2018). Package manager hangs on both versions.
I have :
Rolled back the WIndows Defender update that was supposedly causing the issue
Set the NO Proxy variable.
Tried the different Package manager package in some as suggested in some Unity thread somewhere
Did a System Restore back to an earlier date.
After 20 hours of frustration I've come to the conclusion Unity is now f..cked. I am using my other computer with version 5.4 or similar.

Still no working on proxy networks. Why is there no way of turning this off? My Students currently cannot use this version of Unity so were close to ditching it altogether. Please FIX!

One can read that this issue has been happening since the beta version! Extremely disappointed, cannot even open the editor for the first time after downloading Unity 2017.3.1f1 on a computer that had never had Unity installed. It freaks out in the middle of 'resolving packages' while launching!
