Unity Package manager freezes on Starting server when proxy is enabled

There is no ability to start Unity project if proxy is enabled.

To reproduce:
0. Preconditions: Launch proxy.
1. Run Unity.
2. Select or create a new project.

Actual result: Project launch freezes on Unity Package manager: Starting server stage.
Expected result: Project starts with no issues.

Note:
Editor throws the error:
Connection timed out. If you are using server ensure it is configured correctly.

Regression since 2017.2.0b1.
Works fine in 2017.2.0a4.

    2017.3.0p1 依然存在该问题现在已经无法打开工程项目了

    In 2017.2 I had to set proxy settings via environmental variables (On Windows) to get it to work but had to pull my network cable just after selecting my project otherwise the Editor would hang and just never open, had to kill the process and start again. If I don't have the values I just get a loading screen and never see my projects :(

    This is still an issue in 2017.3 but I now get an error to check the Editor.log (no idea where this is by the way)

    Not a great experience since the rest of the software is pretty good

    This problem still exists for me in 2017.3.0f3.
    It seems like this one is not fixed at all!

    Similar issue regardless of proxy. Installed 2017.2.013. I don't have proxy enabled and when creating or opening and existing project, Unity Package Manager freezes then fails trying to resolve packages.

    same issue, freezing whatever i do, proxy or not, all versions.

    Still same problem in Unity 2017.3.0f1.

    Unity dev. team is just bunch of lazy people.

    Run Editor with administrator permissions. It's fit for me :)
