Unity launcher and Editor are slow/unresponsive when computer's internet is shared by a phone with USB Tethering
How to reproduce:
1. Disconnect ethernet cable and any other internet connection from Windows 7 machine
2. Connect your phone to Wifi
3. Connect the phone to a computer or laptop by using the USB cable
4. Open the Settings app. (phone)
5. Choose More, and then choose Tethering & Mobile Hotspot. (phone)
6. Place a check mark by the USB Tethering item. (phone)
7. Open and observe Unity launcher
Expected result: Unity launcher and Editor is not slow
Actual result: after a few seconds, Unity launcher and Editor becomes slow (1-2 seconds delay)
Reproducible with: 2017.2.0b10, 2017.2.3p2, 2017.4.8f1, 2018.2.2f1
Not reproducible with: 2017.1.5f1, 2017.2.0b9
Fixed in: 2018.3.0a1

2018.3 is still a beta version. I want it to be fixed in the new versions of 2018.2.
