Unity Hub doesn't load project on version 2021.3.0f1 when the license is expired
How to reproduce:
1. Open Unity Hub 3.8.0
2. Create a new project with the version 2021.3.0f1
3. Make sure your license is expired
4. Try to open the new project
5. Observe the Unity Hub
Expected result: Project loads or a message is shown that the license is expired
Actual result: Loading circle is showing indefinitely, but the project is not loading
Reproducible in: 3.8.0
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note 1: You can make your license expired by setting the Date of your device to the expiration date
Note 2: Any other project with a different version loads normally
