Uninitialized background Render Texture artifacts on Android Build
Steps to reproduce:
1. Open attached project "rqa-project-magicpotion.zip" and scene "CauldronLayout"
2. In Build Settings window, build and run the "CauldronLayout" scene for Android
3. In Android device, observe render texture artifacts in the scene
Expected result: No rendering artifacts in Editor and Android Build
Actual result: Rendering artifacts in Android Build
Reproducible with: 2021.3.21f1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a6
Could not test with: 2020.3.46f1 (compilation errors break project)
Tested on: Windows 10, Samsung Galaxy Note 8
Notes:
1. The issue does not reproduce in-Editor.
2. The issue does not reproduce on Android if you use an initialized background.

By design: uninitialized background can have undefined values depending on platform, only use uninitialized if you intend to render over all texture pixels.
