Steps To Reproduce:
1. Create a new project
2. Select the Collab toolbar button
3. Select "Start Now"
4. Observe: Window seems to say you are up to date but then refreshes back to "Start Now"
5. Navigate to the dashboard to confirm service is not enabled.
