Button hover doesn't work when using the legacy input without the Event System in the Hierarchy
How to reproduce:
1. Open the attached project "UIEventSystem.zip"
2. Open "SampleScene" Scene
3. Enter Play mode
4. Hover the mouse over the "HoverHere" button in the Game window
Expected result: The button expands when hovering the mouse over it
Actual result: The button doesn't respond to hovering
Reproducible with: 2022.1.0a16, 2022.1.0b4
Not reproducible with: 2020.3.25f1, 2021.2.8f1, 2022.1.0a15, 2022.2.0a2
Could not test with: 2019.4.34f1 - errors in the Console window
