[UIR] Overflow Hidden does not work when VisualElement's Width or Height is less than 1%
Reproduction steps:
1. Open the user's attached "Interface.zip" project
2. Load the "Environment" scene
3. Make sure the Game view is visible
4. Select "Canvas Element (1)" in the Hierarchy window
5. Decrease the Width or Height until it is less than 1 of the Canvas Element Component in the Inspector window
Expected result: the "TextBox" text is not visible
Actual result: the "TextBox" becomes visible
Reproducible with: UI Toolkit 1.0.0-preview.14 (2021.1.0f1)
Could not test with 2018.4, 2019.4, 2020.3, 2021.2.0a5 (project breaks after downgrading or upgrading)
