[UI Toolkit] Dropdown menu overlay is visible after exiting Play Mode
How to reproduce:
1. Open the user’s attached project
2. Enter Play Mode
3. Click on the gear icon at the top right
4. Open the “Droplist example” dropdown menu
5. Exit Play Mode and observe the Game view
Expected result: Dropdown menu is not visible
Actual result: Dropdown menu is visible
Reproducible with: 2021.3.2f1, 2021.3.8f1, 2022.1.0f1, 2022.1.12f1, 2022.2.0b3, 2023.1.0a4
Not reproducible with: 2021.3.1f1
Could not test with: 2020.3.37f1 (Errors after project downgrade)
Reproduced on: macOS 12.4 (Intel)
