[UI] Scrollbar is hidden when Scroll View Height is 300 or higher
How to reproduce:
1. Open attached Unity project
2. Load SampleScene
3. Notice Vertical Scrollbar
4. Enter Play mode
5. Notice expected behavior
6. Select Scroll View
7. Change Height to 300
8. Notice that there is no vertical scrollbar
Expected result: It is possible to scroll inside Scroll View as some items are still hidden.
Actual result: Scrollbar disappears, you can't scroll vertically inside scroll view.
Reproduced with: 2022.2.0a7, 2022.2.0a1, 2022.1.0b11, 2022.1.0a1, 2021.2.15f1, 2021.2.0a1, 2020.3.31f1, 2020.3.0f1.

Resolution Note:
I believe this is an expected behaviour. In the project the content height is 300 and therefore nothing to scroll to when scrollview is set with the same height. Once you extend the content height you should be able to scroll to the hidden items.
