[UI]In full screen mode, UI scales to native resolution instead of selected one
Reproduction steps:
1) Open users project and build it and launch for Pc.
2) Select resolution other that your monitors native and make sure game runs in full screen.
3) Notice that UI scales to native resolution instead of selected one.
4) Press alt + enter to go into windowed mode and notice that now UI scales to selected resolution. (Also see attached .png files)
Expected behavior: See Before.png
Actual behavior: Full screen (After.png)/ Windowed (After(windowed).png)
Reproduced with: 5.4.0a6, 5.3.0f4, 5.3.0f3, 5.3.0f1.
Did not reproduce with: 5.2.4f1
