Blank, Light-Themed "Create Node" window becomes visible on the next project open

Steps to reproduce:

  1. Create  a project (Universal 2D)
  2. Set Unity theme to "Light"
  3. Go to the "Project" window
  4. Click "Create" -> Shader Graph -> Blank Shader Graph
  5. Verify that it is created
  6. Select it, double-click it, and verify that the "New Shader Graph" window opens
  7. Go to the shader graph window
  8. Right-click -> Create Node
  9. Verify that the "Create Window" window opens
  10. Close the project
  11. Open the project again

Actual results: Blank, Light-Themed "Create Node" window becomes visible on the next project open

Expected results: No window

Reproducible with versions: 17.0.4(6000.0.53f1), 17.1.0(6000.1.11f1), 17.2.0(6000.2.0b10), 17.3.0(6000.3.0a2)
