[UI Elements] NullReferenceException occurs when changing Windows UI scale with the editor open
If you have the editor open and change the scaling of the display the editor is on, a NullReferenceException will occur:
NullReferenceException: Object reference not set to an instance of an object
UnityEngine.UIElements.UIR.UIRenderDevice.get_vertexTexturingIsAvailable ()
1. Open Unity
2. Create a new project or open any existing project
3. When the editor is loaded, open the Windows display settings
4. Change the UI Scale
5. Switch back to the editor
Expected Result:
The editor adjusts to the new UI scale without any errors or warnings.
Actual Result:
A NullReferenceException occurs.
Tested on Windows 10.0.18362
Occurs on 2019.3.0b4, 2020.1.0a3
Does not occur on 2019.3.0a11, 2019.3.0a12, 2019.3.0b3, 2020.1.0a2
