UI elements don't become highlighted when hovering mouse pointer with mouse button pressed
UI elements don't become highlighted if you press the UI element, keep the mouse down, move it over the other UI element and release it
How to reproduce:
1. Open attached project "860183-repro.zip"
2. Open "test" scene
3. Press Play
4. Move the Scrollbar, keep the mouse button down, move it over the Button and release it
Expected behavior: The button becomes highlighted
Actual behavior: The button doesn't react
Note: Works as expected if you press on the UI element and release it on the same one
Reproducible: 5.3.7p2, 5.4.3p4, 5.5.0p2, 5.6.0b2
