UI Dropdown does not close by clicking it the second time when Sorting Layer of the Canvas is not Default
How to reproduce:
1. Open the new Unity Project
2. Create UI Dropdown
3. Change Sorting Layer on the "Canvas" GameObject
4. Enter Play Mode
5. Try to open and close the Dropdown by double-clicking it
Expected Behavior: The Dropdown closes
Actual Behavior: The Dropdown does not close
Reproducible with: 2017.4.27f1, 2018.4.1f1, 2019.1.0a4
