[UI] Child canvas ant its elements stretching does not account for rotation
Steps to reproduce:
1. Open QA attached project
2. Open SampleScene
3. Resize the Game View and observe that the child canvas elements do not account for rotation
Expected result: Child canvas ant its elements stretching should account for rotation
Reproduced in: 2019.2.0a9, 2018.3.8f1, 2017.4.24f1
