UI Button click is not received when new Input System OnScreenControl has been disabled in Update
How to reproduce:
1. Open the user's attached project
2. Open scene Scenes/SampleScene
3. Go to the Game view and press the Play button
4. Click the Button "Toggle Joystick Active (Delayed)"
5. Observe the Console
6. Click the Button "Toggle Joystick Active (Delayed)" again
7. Observe the Console
Expected result: the Joystick is re-enabled upon the second click
Actual result: the second click of the Button is not received (the Joystick is not re-enabled on second click)
Reproducible with: 1.1.0-pre.6, 1.1.1 (2019.4.31f1, 2020.3.19f1, 2021.1.23f1, 2021.2.0b14, 2022.1.0a11)
Not reproducible with: 1.1.0-pre.5 (2019.4.31f1, 2020.3.19f1, 2021.1.23f1, 2021.2.0b14, 2022.1.0a11)
Notes: upgrading or downgrading to Input System 1.1.0-pre.6 sometimes throws InvalidOperationExceptions
